Personality: A bit annoying to ponies who aren't her friends, but once you get to know her, she is one of the most fiercely loyal pegasi ever. If anyone messes with her friends, they are guaranteed to regret it. Iris doesn't have many friends, but she prefers to have a few close friends.
Likes: books, writing, wubstep, drawing, sleeping, video games and watching TV
Dislikes: idiots, annoying ponies, and when she messes up on her drawings
History: Iridescent, (she prefers Iris) was a strange pony born in Eden Pony, she was an odd pegasus who stuck out among the other ponies. She had only one friend who stuck with her through thick and thin. When she was a young filly, a mysterious stallion appeared out of nowhere in her house, saving her from a group of what he told her were called Weeping Pegasi, but he left without a word in his strange blue box without leaving anything but his name, "The Doctor." Iris has been travelling all over Equestria, trying to find the mysterious stallion. Her Cutie Mark appeared early on in her quest, proving that that was what she would be doing. Travelling with the Doctor and saving Equestria. Iris later moved to Ponyville and met her two best friends, halting her search for the time being. Calla Lily, a purple unicorn and Hydrangea a pink earth pony. They became fast friends immediately.

Iris carefully opened and closed the door of her house and trotted along the dirt road to town. She heard an odd sound, like a child crying. She stopped and listened for it again, when she didn't hear it, she continued walking. Iris came to a fork in the road, again, she heard the wail. This time, she payed attention to where the sound was coming from. Her left ear swiveled towards the sound and Iris started down the left side of the fork. She galloped as fast as she could and slowed to a canter when the sound became louder.
"Hello?" she called out as loud as she could.
"Yes?" replied a shaky voice along with some crying. Iris trotted quickly to the pale blue foal.
"Hey there, what's your name?" Iris asked.
"M-m-my n-name i-is W-water Lily."
"Well hi then Water Lily, what's wrong?"
"I c-can't find my m-mommy!" she cried, more tears falling from her eyes.
"Oh, well, let's go find her then."Iris held out her hoof and Water Lily took it, standing up shakily. The two walked along back down the road and towards the center of Ponyville. They looked left and right, but Water Lily didn't recognize anyone. The tears began to fall again.
"Water Lily don't cry, it's okay, we'll find her. Don't worry, let's get a cupcake and wait for you mom with Pinkie Pie, she'll make you feel better." Iris and Water Lily shuffled over to Sugar Cube Corner and got a cupcake. A white mare strolled into the shop and shouted "Water Lily! There you are! I've been searching everywhere for you!"
"Momma!" Water Lily asked as she jumped off her chair and galloped to her for a big hug. Iris stood up quietly and snuck out the door without anypony noticing. When she did good, she preferred for no-pony to to know.

Your character app is good and shows promise, but there are some grey areas.

The most concern is caused by the Doctor Who related content. Since the Doctor is not canon within the MLP universe, he shouldn't be included in your app. I understand this is a big part of your character but unfortunately crossing over into the Doctor Who universe cannot be allowed.

A smaller grey area is the use of "video games," and "watching TV." While arcade games and cinemas are canon, video games and televisions are not.

Lastly, although more a warning than a necessary change, you mention Pinkie Pie in your RP segment. While referencing show characters is allowed, interaction with them is prohibited.

If you change the weeping angels into something a little more likely-- even timberwolves would work-- and blur the doctor into a less obvious reference (obviously get rid of the tardis) and probably change his name-- you can actually have the same app but make it acceptable.
